ABSTRACT
For those of us who work in the public sector, there is no question about whether we will collaborate. To do anything else can be disastrous to the future of our organizations. Our “stockholders” are the people who pay the taxes that support our agencies. They want to be part of our decision-making processes. They are quick to percieve, and have little patience for, techniques that attempt to manipulate them or play mind games with them.
