ABSTRACT

In 2007 the Organisation for Economic Co-operation and Development (OECD) extended an invitation to Brazil, China, India, Indonesia, and South Africa to participate in “Enhanced Engagement programs with a view to possible membership” (OECD 2007a). A few years later the OECD's Secretary-General Angel Gurria labeled this “a fundamental proposal by the OECD member countries to forge a more structured and coherent partnership, based on mutual interest, with these five major economies” (OECD Secretary-General 2010: 5), thereby signaling that this is neither an unambitious nor a peripheral initiative.
