The learning foundation pillar (see Figure 2.2 in Chapter 2) deserves emphasis and individual elaboration, because learning represents the bottom line in the use and integration of any educational technology (see Figure 2.1 in Chapter 2). The purpose of education is to develop understanding and competence, and the goal of instruction is to promote the learning that informs understanding and underlies competence.
