ABSTRACT

When a community develops an infrastructure, it is critical that it includes measures to care for its public servants separately and distinctly from its responses to citizen needs. Public servants are those who are expected to respond to a community’s needs during a critical incident. For example, a community’s first line of defense during a terrorist attack is its public safety employees. While most people are fleeing danger, public safety employees are rushing in to secure a scene, providing medical assistance, fighting fire, and/or rescuing victims. It is most often a closed culture where people “take care of their own.” Outsiders are generally not welcome or they must work hard to earn the trust of these dedicated employees.
