ABSTRACT
Israel is continually threatened by terrorism and the ever-present possibility of an all-out war. Border incidents, the 1991 Iraqi missile attacks, unrelenting terrorism, and the second Gulf War presented government authorities with the challenge of coping with a distinctive new reality, which necessitates a rapid and ongoing response to a wide range of problems deriving from the emergency situation and from fundamental changes to the everyday routine.
