ABSTRACT

In 1996, President Bill Clinton signed into effect the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) and significantly changed the face of welfare in the United States (U.S. Department of Health and Human Services, 1996). Prior to PRWORA, most legal immigrants had the same access to public assistance as U.S. citizens. This law significantly affected both legal and undocumented immigrants and their eligibility for public benefits.
