ABSTRACT

Whilst there has been a plethora of scholarly works devoted to regional politics in the Russian Federation there have been relatively few studies of local-level politics (Friedgut & Hahn, 1994; Campbell, 1996a, b; Gibson & Hanson, 1996; Kirkow, 1997; Young, 1997; Kourliandskaya et al., 2001; Gel’man et al., 2002; Tishkov, 2002; Zotova, 2003; Evans & Gel’man, 2004). This article focuses on the politics of local government reform from Yeltsin to Putin.
