ABSTRACT

Children are one of the most important resources a society has, since its future is governed to a large extent by the quality and potential of its children. There can be little disagreement that children’s issues such as health-care, education, alcohol and drug abuse, and teenage pregnancy are issues critical to the well-being of the American economy. To achieve a better quality of life for children, the government spends considerable sums of money to provide a variety of services needed to offer the desired quality of life and improve their potential of becoming productive citizens in the future.
