      ABSTRACT

      The focus of this case is whale watching in the Pacific Northwest, but it can be used to discuss whale watching in any area of the world. Issues that involve human interaction with wildlife or the ecosystem are good topics for discussion in relationship to this case. The case presents problems that are occurring regarding whale watching activities. In some areas, huge environmental costs are incurred due to the explosive demand of whale watching as a tourism attraction. This case has been used successfully to stimulate discussion in both environmental studies and in tourism courses, for developing awareness of the issues associated with a popular, fast-growing worldwide tourism activity. The case was also used in a graduate studies course to delve deeper into the issues and apply some of the models suggested in this resource guide. The graduate class attempted to find solutions to the problems presented using the literature of domain governance and collaboration. The issues in the case are also appropriate for discussion in leisure studies, environmental programs, political science, and public administration programs.
