ABSTRACT
Along the lines of the new institutionalist scholarship (Bulmer 1994: 355; Hall and Taylor 1996: 938; Armstrong and Bulmer 1998: 52), this analysis defines institutions as both formal structures based on written formal procedures and informal bodies based on internal norms and conventions which provide unwritten, but equally important rules of behaviour and codes of conduct.
