Arms Transfers, Indigenous Defence Production and Dependency

Manufacturing defence items is not a cost-effective enterprise for most countries. Few countries in the world, whether more or less developed, can produce military technology as economically as can the United States and a few European states. Why then are more and more governments clamouring for licensing rights to produce arms indigenously rather than buying arms directly from major suppliers?
