ABSTRACT

Educational leaders across the country have been bearing the burden for meeting accountability goals, whether they are setting accountability policies or implementing them. The goal of increasing the performance of students in general, and particularly increasing the performance of those students receiving special education services, seems to have been one of the greater challenges that educational leaders have faced. School leaders provide purpose and direction, shape culture and values, facilitate the development of a shared vision, formulate goals, and set priorities (Thomson, 1993). School leaders also are held accountable for student learning, so it is important to consider how to provide leadership that will improve student outcomes for all students, including students with disabilities.
