ABSTRACT
Relationships between academics, industry and governments are not new. A major characteristic of the past twenty years, however, has been the degree to which such relationships have become institutionalized and regulated. As governments have recognized the importance of the relationship, they have increasingly sought both to help its development, through legislation and the provision of incentives, and to oversee it, through evaluation and monitoring.
