ABSTRACT

The term ‘poverty’ can be used to define a wide range of situations involving austerity and precarious living conditions in every continent. However, what is true of all of them is that when these precarious situations become extreme and persistent, they succeed one another in a vicious circle which prevents those concerned from ever exercising the responsibilities and rights that usually are obtained in their societies. They can no longer even take part in efforts to eradicate poverty in their countries. *
