ABSTRACT

The beginning of the 21st century, which is also the start of the third millennium, shows the world in great and rapid transformation. The extraordinary revolution in science and technology qualifies humanity to reach new degrees of development in the art of creating wealth and generating prosperity. Satellite communication and air transportation virtually connect the whole world. Individuals and nations get close and relate increasingly in all the planet’s horizons. Little by little a new world order is structured, based on understanding and cooperation by all countries in the world and supported by their people’s independence and self-determination. On the other hand, this new order presupposes the fast economic and social growth of countries at different stages of development, which translates itself into stress and instability, at times generating crises and conflicts.1
