ABSTRACT

The increasing trend of governments delegating responsibility for public services to agencies raises the issue of how such agencies can be held suffi ciently accountable to their stakeholders. The semi-autonomous nature of certain government agencies leads to diffi culties in holding these agencies suffi ciently accountable, since they often operate in an arm’s length manner from government. The accountability issue is compounded when agencies are self-funding. Such agencies do not require government funding and, consequently, they are not subject to the same level of budgetary scrutiny and monitoring as a funded agency.
