ABSTRACT
In this paper I analyze Gulf Cooperation Council (GCC) diplomatic coordination and performance in the internal and external realms in the first 20 years of its history. After an examination of several episodes in the life of the organization, I conclude that institutionalization has played a small role in the life of the GCC.
