POVERTY EXCELLENCE GAPS Perhaps the most vexing problem in gifted education is the identification and development of talents among poor students. Although the bulk of public attention on the problem of achievement gaps has been focused on racial differences, socio-economic status (SES) represents a significant problem of its own. Adding geographic location adds to the complexity of the issue.1
