ABSTRACT

The urban road network provides a common physical infrastructure that is used by several different modes: walking, cycling, private car, buses and trams and commercial traffi c. All these modes have differing requirements, albeit within a common framework of being safe, environmentally acceptable and cost-effective, and the challenge is to balance these needs. The balance itself is not static and will be different at each location (e.g. residential streets, industrial areas) and may vary with time (e.g. rush hour, school terms). Therefore, we need to be able to dynamically change the balance according to circumstances using information, management and control techniques.
