ABSTRACT

This chapter covers the historical development of the community planning idea in Taiwan, particularly since the development of political support for community politics in the 1980s and 1990s. It looks at both community planning schemes in some Taiwan cities, as well as the role of universities in supporting grassroots community non-governmental organization (NGO) development in the planning field. It also comments on the special role of community planning in Taiwan because of responses to natural disasters, such as the 1999 earthquake. The chapter concludes on likely further developments in this field, with special reference to possible interfaces with the formal plan-making and development approval systems under the Urban Planning Law and other local planning legislation.
