ABSTRACT

Taiwan suffers from many natural disasters, such as earthquake, typhoon, debris flow, landslide and flooding. These natural disasters cause a great amount of loss of life and property and economic losses. The threat is highlighted by a World Bank Report in 2005 which stated, ‘Taiwan may be the place on earth most vulnerable to natural hazards, with 73 percent of its land and population exposed to three or more hazards’ (Oh 2005).
