ABSTRACT

Moldova is one of a handful of countries that occupies geopolitical and ideological space between the European Union and Russia. Moldova's foreign policy of riding three horses represents Moldovans geopolitical stance and the identity of the Moldovan people. Though it may not quickly gain Moldova access to the EU or build favour with Russia, the three-horse strategy may be akin to a three-horse-drawn troika, carrying Moldova and its citizens together toward their future. Each week, the Social Investment Fund (SIF) Executive Committee meets between one and six subproject proposal teams, for projects concerning infrastructure and community rebuilding. It then shows that the work done through SIF constitutes a dialogue about Moldova and being a Moldovan citizen between two very different sets of actors in Moldovan society, with the heavy influence of multilateral and international development organizations. SIFs goals are to reduce poverty by empowering communities and their institutions to administer to their most important needs.
