ABSTRACT
Over the past 7 years, 7 to 10 school districts, with student populations from 250 to 5,000, and over 30 Education Unit faculty and staff at the University of Wisconsin-River Falls have worked together. The collaboration has been informal in that there were no contractual arrangements for its work, but the existence of the grant funding and its requirements led to some formal elements.
