ABSTRACT
The agents in our model are the various actors engaged in knowledge production, such as university and research institutes departments, and research divisions of firms. The agents are modeled as applying for research projects following the different calls for projects by the European Commission to finance their collaborative research efforts. In the following sections we first describe the empirical research that facilitated the construction of the model. We then describe the model and finally test it with an experiment relevant to European Union R&D policy.
