ABSTRACT
SCIENTIFIC interest in electoral behavior seems to follow voter participation fairly closely. The national elections, with their extensive media campaigns and relatively high levels of voter turnout, receive the most attention in the scientific literature. State elections, with moderate activity and turnout, follow. Local elections, which often are less sophisticated in their use of the mass media and result in low levels of voter turnout at the polls, receive relatively little attention from scholars of electoral politics.
