ABSTRACT

This chapter documents and assesses the response of the European Union (EU) to the crisis in Darfur in light of the organization’s growing foreign policy credentials. The EU as a whole is a significant donor in Darfur, having mobilized about €1 billion in humanitarian and development assistance since the conflict started in 2003. By the end of 2007, the European Commission (EC) alone had disbursed €282 million for humanitarian support. In addition, EU member states have altogether provided about €12 million supporting attempts to reach a political solution to the conflict, as well as active diplomatic and technical support to help broker and implement the Darfur Peace Agreement (DPA). Finally, the EU has contributed approximately €435 million to the Ceasefire Commission (CFC) and the African Union Mission in Sudan (AMIS), which includes an allocation of about €320 million from the EU African Peace Facility (APF).
