Part I of this book dealt with the balancing acts which semi-authoritarian and
authoritarian rulers must carry out at the domestic level. In Part II we ask how the
Caspian petro-states interact with China and Russia, and how energy issues
and semi-authoritarianism at the domestic level affect are affected by inter-state
politics.
