ABSTRACT
Awareness of the growing scarcity of freshwater has led to significant changes in the domestic legal and regulatory frameworks for water management and water services provision in most countries. As water has become scarcer, states have intervened and used legal tools to protect the resource and to manage it wisely to achieve an economically efficient and environmentally sustainable management of water that contributes to offsetting the effects of its increasing scarcity of freshwater.
