Report of Justin Deng Aguer, Special Envoy of the Ministerial Committee on the Development of the Abyei District

On my mission to Abyei as a fact-finding delegate from the Special Ministerial Committee for the Development of Abyei, I came across many administrative issues which may affect directly or indirectly the development of the area. The political objectives may be derailed or diverted by these issues. I therefore present in this paper the administrative situation in the area and how it is working.
