ABSTRACT
This chapter deals with the founding of two Finnish gambling monopolies in 1938 and in 1940. The holders of the gambling monopolies are Finland’s Slot Machine Association, RAY, and Veikkaus.1 At the time of its foundation, Veikkaus was responsible for operating sportsbetting, mainly football pool. Both RAY and Veikkaus are still operational.
