Perhaps the most influential statement about the place of adult education during this period came with the famous 1919 Report in Britain when the chair of the committee was to write these words:
That the necessary condition is that adult education must not be regarded as a luxury for the few exceptional persons here and there, nor as a thing which concerns only a short span of early manhood, but that adult education is a permanent national necessity, an inseparable aspects of citizenship, and therefore should be universal and lifelong.
