The sprawling settlement patterns of the metropolitan landscape pose formidable challenges to urban designers. The broad trends that structure the built environment, such as cheap fuel, shifting populations and suburban zoning policies, are seldom susceptible to the parcel-based projects that form the stock-in-trade of urban design.1
