Why Develop a Scholarship Programme? Universities in the United Kingdom have long had scholarship programmes but they have tended to be small-scale by comparison with, say, US scholarship programmes – localised and often the result of personal benefactors. In the United States there are many well-developed scholarship programmes that can be either specific to a particular course or general. Usually, scholarships are offered on the basis of merit (academic or sporting excellence), need (where the student’s family’s financial situation is taken into account) or sociological factors (i.e. related to the student’s ethnicity, race or religion), or are institutional (scholarships that are awarded by a particular university).
