ABSTRACT

The concept of “outlaw” is both old and new-from Wild West desperados to satirists to terrorists, there have always been pockets of resistance to convention that go beyond simple activism in unusual and seemingly irrational ways. Conventional activists are still alive and well, of course: people still write letters to editors. Protesters still picket and carry huge signs with slogans and demands. Public meetings attract people to support and oppose controversial proposals. Interest groups still publish position papers, perhaps expanding their reach by publishing those papers on the Internet (Coombs, 1998).
