ABSTRACT

This chapter sets out ways in which the United Nations Educational Scientific and Cultural Organisation (UNESCO) goals of e-Governance through e-Administration, e-Services and e-Democracy have been used as a means of developing an e-Government delivery programme for local authorities in England from the period 2000 onwards. Since the 1997 election, much of the government's attention has been focused on how to turn policy into action. A variety of different approaches have been used and there has also been a more critical look at civil service implementation skills and an increase in external recruitment. There seems to be an impatience to find a cadre of deliverers rather than thinkers. One of the teams which was set up which did not conform to any of these patterns was the Local Government Modernisation Team, set up in the Government department responsible for local government and made up of those with senior experience of local government. It had the combined roles of developing policy and ensuring delivery in a particular policy area — that of local e-Government.
