ABSTRACT

This chapter considers how post-secondary institutions may be governed by a source external to the university, that is, by government. Models available for governance in post-secondary education are becoming increasingly sophisticated. With the growth in the number of comprehensive post-secondary institutions, the subject of governance at these types of institutions is becoming an increasingly relevant and important subject. The chapter looks at governance from an external perspective to a consideration of internal governance structures in a comprehensive university. It draws on examples from Thompson Rivers University, which is a comprehensive university that until 2005 was a university college in British Columbia, Canada. The Thompson Rivers University Act provides a framework with a newly constituted board of governors, and with a new academic governance body replacing the education council that previously had been responsible for academic matters at the institution.
