ABSTRACT
This chapter identifies over two dozen problems encountered in assessing the evolution and impact of institutions. Some problems I have examined on numerous occasions while working in my principal fields, the history of economic thought and the economic role of government. Before getting to the problems I want to establish the position from which I write. My purpose is to be neither negative nor critical; it is to advise caution.
