Education reform has a significant impact on policies, strategies, and teaching practices in most countries, with the provision of equal education opportunities for all students becoming one of the hottest topics. The most critical impact of education reforms on special education is the overwhelming acceptance of inclusive education policies and practices, together with increased accountability for students’ learning outcomes. These changes have brought great challenges to administrators, teachers, and parents.
