ABSTRACT
This project started with a fundamental intuition: that all states face the problem of providing security to their populations. This basic task of governments is the underlying thread which brings together functioning societies, failed states, and all polities in between. Indeed, the fundamental empirical difference between failed and failing societies is the extent to which governments succeed at the delicate balance of deterrence and assurance.
