ABSTRACT
Although planning has been a cornerstone of international development throughout the past half century, it has changed dramatically over time as development paradigms have shifted.1 The original focus on economy-oriented, technical, centralized planning has evolved into an activity that is generally broader in scope (focusing more on human development), more process-oriented (embedded more within political and institutional reforms), and often at least partially decentralized.
