ABSTRACT

In an attempt to gain a better understanding of the current state of play of the international construction industry’s use of innovative internet-based solutions – from both a technological and end-user (culture/social) perspective – the authors directed an extensive international literature review, as well as identifying, testing and trialling various innovative internet-based electronic tender (e-tender) systems and handheld devices. This provided the basis for developing industry guidelines designed to benefit both the public and private sectors in three specific areas:

1 Electronic tender: guidelines to help improve the identification, implementation and application of:

• features, functionality and capabilities of an internet-based e-tender system;

• risks that industry professionals should consider when choosing an internet-based e-tender process or system;

• innovative training and education requirements; • legal issues.
