ABSTRACT
The way towards influencing the EU’s development is by actively shaping it. Sovereignty increasingly equals standing in the international system and standing is achieved through active participation. In the security field, this is easy to define: activity means relevant military contributions along with other policy tools in increasingly complex international operations. Thus, staying passive for the state that desires to promote its own interests is not an option.
