ABSTRACT
Introduction Any reasonable observer will recognize that the United Nations Convention of the Law of the Sea is a remarkable achievement. It has established a legal framework for two-thirds of the Earth’s surface; what some have called “a constitution for the oceans.” However, no human act is perfect. Each bears the marks of its maker and the time of its gestation. Treaties are not immune from this law and UNCLOS is no exception.
