During the Cold War, Americans faced the prospects of instantaneous annihilation at the hands of the Soviet Union. While Russia and perhaps one or two countries will retain into the next century the ability to devastate the United States, Moscow’s behavior will be conditioned by the same cold calculus of deterrence that kept the peace during the years of East-West confrontation. 1.
