ABSTRACT

On the plane of international relations, and in particular East-West relations, the period from 1965 to 1975 was a dense period – in projects, decisions, and progress. One need only recall the opening of negotiations over the conference on security in Europe, culminating in 1972 with the signing of the strategic arms limitation talks (SALT) I agreements; President Richard Nixon’s trip to Moscow, also in 1972; the U.S.–Soviet negotiations during the Yom Kippur War; or the signing of the Final Helsinki Agreement on August 1, 1975. These ten years constituted the golden age of détente and mobilized on both sides of the Iron Curtain a number of diplomats and specialists in international relations.
