ABSTRACT

In the latter half of the 1990s, concern increased over the threats posed by the proliferation of chemical and biological weapons. The Chemical Weapons Convention (CWC), signed in 1993 and ratified by the United States in 1997, has promised to revolutionize arms control verification techniques and reliability. The Biological Weapons Convention (BWC), on the other hand, remains mired in negotiations over the addition of a real enforcement mechanism.
