ABSTRACT
A reality that the condemned, their lawyers, abolitionists, and even courts and prosecutors have known for years is that innocent people have been wrongfully convicted of capital murder and sentenced to death. This reality burst into public consciousness in January 2000, when Governor George Ryan declared a moratorium on executions in Illinois after the thirteenth person had been released from Illinois’ death row because of newly discovered evidence of innocence.
