ABSTRACT

Policy analysis refers to one or several stages in the policy process. The absence of a single clear definition of what policy refers to adds to the complexity of what is often referred to as policy analysis. Green (1994) argued that the definition of policy “would have to capture the difference between basic and procedural policy, between prescriptive and permissive policies, and policies simply expressing the bare application of standard requirements in administration” (p. 2). The definition ranges from policy as a combination of rules to policy as a strategic choice.
