ABSTRACT

According to the constitution Slovenia is a democratic republic, where the state’s authority is based on the principle of the separation of legislative, executive and judicial powers, with a parliamentary system of government. The highest legislative authority is the National Assembly with 90 deputies which has exclusive jurisdiction over the enactment of laws. The members of parliament are elected by universal, equal, direct and secret voting for a term of four years on the basis of the principle of proportional representation with a 4 per cent threshold required. In compliance with the constitution, one representative of each of the autonomous Italian and Hungarian national communities is directly represented in the National Assembly.
