ABSTRACT

An apparent difference between the French and British systems of everything from planning control to the completion of regional strategies or regeneration projects is the fact that in France the fi nal stage of fi nancing the construction of the project is as much a part of the process as the preparation of the documents and the acquisition of approvals and consents, whereas in the UK the last stages are often left to the happenstance of the attractiveness of any proposal to the private investment market. It could be argued that in France, planning and regeneration strategies are complete when the last brick has been laid and that in Britain they are complete when the documents of guidance have been completed for the private property investment sector to consider.
